Alcohol Ignition Interlocks and ADAS from a Fitness to Drive perspective

Advanced Driver Assistance Systems (ADAS) support the driver's information processing by providing orientation (navigation system with route display), warnings (e.g. blind spot assistant; drowsiness warning system) or by taking over specific driving manoeuvres (active parking aid/park pilot). Another category of ADAS actively intervenes in steering control. Examples of this are the emergency brake assistant or the lane departure warning system. These systems have the potential to prevent accidents, reduce the consequences of accidents and support drivers with health restrictions. Trust in automation, the system's susceptibility to errors and the user's knowledge of the application play a key role here. Using ADAS for drivers with neurodegenerative disorders presents several challenges, which can broadly be categorised into cognitive, physical, system-related, and ethical considerations. This problem area will be examined in more detail in a presentation. A second use case for ADAS is alcohol ignition interlock as a significant contribution to reducing alcohol-related traffic accidents. Alcohol ignition interlocks represent an important opportunity for supporting safe driving but implementation of an interlock program requires adaptation and coordination from legislative, judicial and health sectors. This presentation will outline approaches required for successful implementation of interlock programs, with the goal of both improving road safety and also wider health and social benefits, as well as outlining similar strategies for other forms of substance abuse. Since annex III, No. 14 of the revised EU Driving License Directive provides for mandatory use of alcohol interlock systems in the case of alcohol dependency. This appears to be too short-sighted and should be placed via effective applications in the context of the current state of scientific knowledge.

The workshop will take place at the premises of Deutscher Verkehrssicherheitsrat (DVR; German Road Safety Council) in Berlin, Germany, with the meeting room and facilities generously provided by our member DVR.
