Hazard Perception Workshop, Berlin 31 January & 1 February 2013

15.02.2013. On 31 January & 1 February 2013, at the headquarters of our Finnish effective member TraFi, the CIECA held its first workshop organized by the Theory Advisory Group (TAG) on how to measure Hazard Perception. The workshop was well attended with 45 CIECA members and four external experts present at the event.
The event featured presentations by CIECA members as well as external experts which had been selected among all the papers received following a call for papers sent by the CIECA Secretariat in October 2012.
The aims of the workshop were to provide:
  1. a  platform to collaboratively discuss and explore the state of art concerning "hazard perception" in its general concept, and more specifically in the context of road safety, driver training and testing, and in how to make valid measurements of it within the framework of driver examinations;
  2. an overview of the topic and the introduction of different perspectives on how to deal with hazard perception within organizations that might be thinking of implementing a HP test.
Therefore, the workshop was structured in two clearly different parts which provided the structure for the content of the presentations on each of the days.
The first day of the workshop was devoted to setting up the theoretical base for a more practical discussion and to clarify exactly what is meant by the term hazard perception. Here is the list of presentations that appeared on the programme on this first day:
  • The need for a theoretical background for Hazard Perception by Hans Mattsson (Trafikverket and TAG Deputy Chairman)
  • Measuring Hazard Perception: criteria for valid, fair and precise measurement by Margit Herle (Schuhfried GmbH, Austria
  • Fundamentals and possibilities for the development of a HP test in Germany (part I) by Jan Genschow (Universität Potsdam, Germany) and Bernd Weisse (TÜV |DEKRA arge tp 21 BbR and TAG member)
  • Pedagogical survey of Hazard Perception in traffic situations as a starting point for transfer by Prof. Frank P. McKenna (University of Reading, UK)
The second day focused on the delivery of practical solutions for HP testing, and the presentations were followed by a lively discussion on the problems that HP testing can entail, and what sort of strategies could be used to solve these problems. The presentations of this second day were:
Fundamentals and possibilities for the development of a HP test in Germany (part II) by Bernd Weisse (TÜV | DEKRA arge tp 21 GbR and TAG member) and Jan Genschow (Universität Potsdam, Germany)
  • Innovation in assessment by Peter Weddell-Hall (DSA and TAG member)
  • Pedagogical survey of Hazard Perception in traffic situations as a starting point for transfer by Kay Schulte (German Road Safety Council)
  • Development of a video, measure of hazard perception skill and a group-discussion based HP training package for motorcyclists by Dr. Shaun Helman (Transport Research Laboratory, UK)
The participants present in the workshop enjoyed the workshop and found the event extremely beneficial to the point that they suggested a follow-up session to discuss further research evidence on the benefit of the implementation of a HP test.
