CIECA, the International Commission of Driver Testing Authorities, and its 49 member organisations worldwide, are proud to announce the theme and sub-themes for its 42nd Congress on 3 and 4 June 2010:
The focus of the 2010 CIECA Congress is on improving safety by reducing novice driver risk through assessment. Widely known research shows that new drivers are significantly more at risk for getting involved in crashes, many of which prove fatal. Novice drivers are defined as new drivers of all age but many of them are young. The Congress therefore aims at illustrating the different aspects of assessment with regards to novice driver risk trying to equally attract presentations from practitioners and academics.
THEME 1: Assessment of attitudes (awareness – “routine assessment”)
This session will focus on the subject of assessment of attitudes and the different methods available providing also some insight into how attitudes are built up, when the process starts and what the link is between assessment and education. Also included in this session could be contributions on self-assessment, coaching aspects and the explanation of assessed attitudes by the driving examiner
THEME 2: Assessment of risk
Starting with some background information on the topic of risks, risk thinking and behaviour in the different countries this session will focus on possibilities for reducing risk for learner and novice drivers through assessment.
THEME 3: Assessment in the theory and practical test (license acquisition)
This session will explain the developments in terms of assessment in theory and practical testing and the future potential. Currently theory testing focuses very much on knowledge rather then integrating case studies and other methods promoting understanding. With regard to practical testing most countries still carry out a fault based assessment. Some countries (such as the Netherlands) are already carrying out a competency based assessment and others are working into this direction. Is competency based assessment the future and what does it imply?
THEME 4: Lessons from post-test assessment
The last session aims to look at lessons to be learnt from the phase following the assessment at the driving test. Post-test assessment could be for example found in the form of 2nd phase training, which has already been integrated in many countries or in driving in relation to work which has a key role in many countries as well. Another example could be the assessment of traffic remedial training for drivers found guilty of multiple traffic offences.
