The EU SUPREME project has identified best practice measures across the full road safety sector. Its final reports and recommendations are now online on the European Commission’s website (DG Transport and Energy).
100% financed by the Commission, SUPREME was an 18-month project which came to an end this summer. Headed by KfV (Austrian Road Safety Board) it involved 31 national and international road safety organisations, including CIECA.

A total of 305 proposals for best practice measures were submitted by 27 European countries. Following analysis of these proposals, 25 best practice measures have been recommended for implementation at national level, and a further 9 best practice measures are identified for the European level. Measures not meeting the very strict criteria for ‘best practice’ status, but which are still worthy of attention, are given either ‘good’ or ‘promising’ status.
Examples of best practice measures for each of the 9 road safety categories are given below:
Road Safety Category | Example of best practice measure
1. Institutional organisation of road safety | Vision Zero (Sweden)
2. Infrastructure | Road safety audits (various)
3. Vehicles and safety devices | Event data recorders / black boxes (various)
4. Road safety education and campaigns | Speak out! Campaign for young car passengers (Norway)
5. Driver education, training and licensing | -
6. Traffic law enforcement | Safety camera programme (UK)
7. Rehabilitation and diagnostics | -
8. Post-accident care | Mobile intensive care unit (Denmark)
9. Statistics and in-depth analysis | Rhône road trauma register (France) |
The major final reports are:
- The Country handbook: best practice measures for implementation at national level
- The European handbook: best practice measures for implementation at supranational level
- Thematic reports: individual reports on best practice and other measures for each of the 9 road safety categories.
