25.03.2025. Provisional political agreement on the update of the driving licence directive has been reached, following the press releases from the European Parliament and the Council.
Final rules of the 4th Directive on Driving Licences were negotiated in tripartite meetings ('trilogues') between Parliament, the Council, and the Commission.
The EU began revising the Driving Licence Directive in March 2023 (proposal by the European Commission). By December 2023, transport ministers finalized the Council's General Approach, and the European Parliament adopted its stance (text adopted by the Parliament) in February 2024.
Next steps: The provisional agreement on the revision of the Driving Licence Directive must be endorsed by the Council's representatives (Coreper) and the European Parliament before formal adoption.
This revision is part of the EU’s Road Safety Package (2023), which aligns with the EU’s goal of achieving zero road deaths and serious injuries by 2050 (“Vision Zero”) and halving them by 2030.
