PRESENTER: George Beria, Head of Driving Examination Division, LEPL Service Agency of the Ministry of Internal Affairs of Georgia
The LEPL Service Agency of the Ministry of Internal Affairs of Georgia is implementing new regulations concerning the driving testing process in the country.
The changes respond to the Georgia agenda to become part of the European Union and are part of a broader agreement between Georgia and the EU.: "Association Agreement between Georgia, on the one hand, and the European Union and the European Atomic Energy Union, on the other, and their Member States”. The agreement sets out the obligation for Georgia to comply with the provisions of Directive 2006/126 / EC of the European Parliament and of the Council of 20 December 2006 (hereinafter referred to as the Directive).
The scheduled reformation aims to fundamentally change the practical (driving) testing system in Georgia to obtain driving license category B. The initial stage of the reform involves only the category B test. As for the other categories the changes will be implemented at a later stage. The main novelty and core difference between the current procedures and past practice (in place until 25th of April) is the on road driving test - the additional second phase of driving test.
The driving tests are conducted on the routes specifically selected for this purpose and approved by the Ministry of Internal Affairs. They include highways, motorways, intersections, roundabouts etc. Testing Vehicles are equipped with surveillance cameras to overlook the testing process in and outside the car, high tech devices include the use of GPS, and speed, brake, clutch and other sensors, etc.
The webinar is a great opportunity to discuss the results following this changes, and reflect on the driving testing process in Georgia, as well as gaining and sharing experiences among all members.
